Usain Bolt is the Jamaican who claimed the title as world's fastest man with his record setting sprints in the 100 and 200 meter dashes.
Usain Bolt offers some tips on running:
Warm up: start with strideouts, drills and stretching and end with more stideouts
Starting blocks: drive forward, keep back straight, drive from the hips, get full extension, use arms
Drive phase: hold drive phase for 30-35 meters. Transition to full speed gradually over 15 meters
Running fast: relax, get a good start, hold the drive phase. Don't allow muscles to tighten up and get heavy.

Usain Bolt incorporates some strength training in his routine.
Machine squat: 1 set of 10 reps, 1 set of 8 reps
Seated chest press: 1 set of 10 reps, 1 set of 8 reps
Leg extensions: 1 set of 10 reps, 1 set of 8 reps
He also does plyometrics training and flexibility training. He obviously runs regularly and practices his balance as well. His workout routine is focused on building stronger muscles, not necessarily getting bigger. He doesn't lift overly heavy weights.
